IBAAN MUNICIPAL WATERWORKS SYSTEM
Loan No. 4833-PH
1. The Land Bank of the Philippines has received a loan from the World Bank toward the cost of Support for Strategic Local Development and Investment Project (S2LDIP), and it intends to apply part or whole of the proceeds of this loan to be on-lent to the Local Government Units (LGUs), public utilities or private operators providing local infrastructure services for payment under the Contract to Design and Build for The Ibaan Municipal Waterworks System/IBA-DBWS-0110.
2. The Local Government of Ibaan has received a loan from LBP under the World Bank-assisted S2LDIP loan facility. The Local Government of Ibaan now invites sealed Bids from eligible Bidders for the Contract to Design and Build the Ibaan Municipal Waterworks System. Completion of the Works is required within 300 calendar days from start of Contract.
3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. subject to exceptions stated in this Bidding Document. The Bidder who passed the technical requirement and complied with the required performance specifications and parameters will be considered for the financial evaluation. The Bid with the lowest price shall be identified as the Lowest Calculated Bid. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost is Fifty Million Pesos (PhP50,000,000.00).
4. The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instruction to Bidders.
5. Interested eligible Bidders may obtain further information from Local Government of Ibaan and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. starting February 5, 2010.
6. A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a non refundable fee of Fifty Thousand Pesos (PhP50,000.00). The Bidding Documents shall be received personally by the Bidder or his authorized representative before March 8, 2010.
7. The Local Government of Ibaan will hold a Pre-Bid Conference open to all Eligible Bidders on February 23, 2010 at 10:00 a.m. at the following address:
Conference Room, Municipal Building, Ibaan, Batangas.
8. Qualifications requirements include successful experience as prime contractor in the design and build contract (as solo or in joint venture/consortia) of at least one(1) work of a nature and complexity equivalent to the Works in the last five(5) years with the single work cited to be at least eighty percent (80%) of value of estimated contract cost of Work under Bid and have an annual turnover from all works averaged over the last three(3) years equal to one hundred percent (100%) of the estimated value of the contract to be bid. Bidders must submit audited balance sheets or, if not required by the law of the applicants country other financial statements acceptable to the Procuring Entity, for the last three(3) years to demonstrate the current soundness of the applicants financial position and its prospective long-term profitability. A margin of preference for eligible national contractors/joint ventures shall not be applied.
9. Eligible Bidders must submit their Bids at the address below on or before March 8, 2010 at 10:00 a.m. All Bids must be accompanied by a Bid security in the form of cash, certified check, cashier’s check, bank draft, irrevocable letter of credit or bank guarantee and in an amount of 2% of the Estimated Project Cost or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. Bid opening shall be on March 8, 2010, 10:00 a.m. at the Office of the Municipal Administrator, Ibaan, Batangas. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address below at 10:00 a.m. on March 8, 2010.
10. The Local Government of Ibaan reserves the right to accept or reject and Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
